Additional objectives include establishing longer-term civic education partnerships that engage at least 150 high school students, improving access to public services in rural communities by strengthening cooperation between local authorities and civil society, helping at least 8 rural or lower-capacity CSOs develop stronger communication strategies (including effective use of traditional and social media), and building networking and mentoring structures that connect at least 8 rural NGOs with each other and with local government bodies.

The third priority area, Combatting Gender-Based Violence, supports efforts to prevent and respond to GBV by tackling entrenched gender stereotypes, economic vulnerability, and the normalization of violence. The program encourages initiatives such as online campaigns promoting positive masculinity and respectful relationships, programs directly engaging at least 100 men and boys around non-violence, respect, and equality, and economic empowerment or personal development support for at least 100 vulnerable women and GBV survivors. It also supports stronger civic participation and coordination on GBV policy responses by engaging local authorities and at least 5 civil society organizations, as well as capacity-building for government decision-makers to improve implementation of existing domestic violence legislation.

The fourth priority area, Preventing Violent Extremism (PVE), is intended to expand resilience-focused prevention work across the Kyrgyz Republic. It responds to issues like low community belonging and civic engagement, limited media literacy and critical thinking needed to reject extremist narratives, and insufficient PVE capacity and coordination between civil society and government. Illustrative objectives include launching at least 5 media or social media campaigns that promote tolerance, diversity, and inclusion through positive messaging and counter-narratives; training at least 50 young people (ages 14-28) in rural or newly urbanizing communities to identify and critically assess extremist online content; and creating community development opportunities for at least 25 youth in the same age group that build intergroup trust and strengthen connection to their communities using credible local voices. Projects may also focus on improving the ability of local government and civil society actors to coordinate and collaborate more effectively on preventing radicalization and extremism.

The fifth priority area, Countering Trafficking in Persons (CTIP), builds on earlier anti-trafficking work and seeks to strengthen systems and awareness related to trafficking risks, illegal migration, and migrant rights. Key needs highlighted include the lack of approved standard operating procedures (SOPs) for state bodies to implement the National Referral Mechanism (NRM), limited capacity among local officials and NGO representatives to identify victims using established criteria, and low public awareness of trafficking dynamics (including technology-facilitated trafficking). Suggested outcomes include training 50 relevant government officials and members of the national database of CTIP NGOs on the NRM and SOP-defined roles, forming a coordinated network of at least 5 anti-trafficking civil society organizations, and delivering awareness and digital safety education to at least 100 current or prospective labor migrants (especially at-risk youth and women). The program also encourages ethical and professional reporting by building the capacity of at least 5 journalists or media professionals, including understanding traffickers' technology-enabled methods and victim protection considerations.
