FEMA views these partnerships as mutually beneficial: they support community decision-making and planning, improve the quality and timeliness of flood hazard data, and ultimately strengthen the NFIP as a national program.
The types of work supported can fall into several broad categories. CTPs may conduct program management functions, perform technical risk analysis and mapping tasks, and improve the communication of flood hazard and risk data to stakeholders. The intent is not only to generate technical mapping outputs, but also to make sure those outputs are usable for communities, planners, and residents who need to understand their risk and take action. FEMA may also provide non-financial support such as technical assistance, training, and/or data to help partners succeed within these project categories.
Eligibility is restricted to organizations that are already qualified CTP partners and can demonstrate readiness to deliver. To receive an award, an applicant must have a signed CTP Partnership Agreement with FEMA Headquarters or a FEMA Regional Office. The recipient must either be (or represent) an NFIP community in good standing, or be a FEMA-approved nonprofit whose primary mission aligns with NFIP goals and objectives. Applicants must also already have non-federally funded processes and/or systems that support the collection, development, evaluation, dissemination, and communication of flood hazard and risk assessment data and mapping. In other words, FEMA is looking for capable partners with existing operational infrastructure, not groups starting from scratch. In addition, recipients must demonstrate that they can perform the funded activities, meet CTP performance metrics, and submit timely, accurate performance reporting to FEMA.

Prospective applicants are expected to engage FEMA early to understand current program priorities, objectives, and measures, and to identify specific tasks that align with those priorities. For projects that involve FEMA’s mapping workflows, partners may be required to work in the Mapping Information Platform (MIP) and keep project activities updated at least every 30 days in the Studies workflow (and more frequently for Revisions). This reflects the cooperative nature of the award instrument: FEMA expects ongoing coordination, transparent tracking, and consistent progress updates as work proceeds.
Funding through this program is intended to complement, not replace, partner contributions. FEMA notes that award funds are in addition to any leveraged resources and data the CTP brings to the table to complete agreed-upon tasks.
