The Community Wood Energy and Wood Innovation Program is a competitive U.S. Forest Service grant opportunity designed to fund projects that either (1) install a thermally led community wood energy system or (2) build or expand an innovative wood products manufacturing facility. Projects are expected to produce tangible on-the-ground outcomes, with a strong emphasis on capital investments and installation or build-out work. Eligible examples include installing a community-scale wood energy system that is driven primarily by thermal demand (for heating, cooling, and/or electricity) and that displaces fossil fuels such as coal, oil, propane, or natural gas. On the wood innovation side, eligible work includes purchasing and installing manufacturing equipment for mass timber production, expanding an existing sawmill to add higher-value product lines using innovative technology or cost-saving measures, or equipping a new facility that converts forest residues into renewable natural gas or other biofuels. In general, the Forest Service is looking for proposals that can credibly show how the project will increase the use of low-value wood or residues, reduce waste, and create durable local economic benefits.

Funding is limited and competitive. The Forest Service planned to award about $5 million total under this announcement, with individual awards generally capped at $1 million. Standard awards can cover up to 35 percent of a project’s total capital costs. In some cases, proposals may receive special consideration for a larger award of up to $1.5 million covering up to 50 percent of capital costs, particularly when the project is located in an area with high unemployment. All awards are dependent on available funding, so even strong applications are not guaranteed an award.

A key feature of this program is that while a formal match is not required, leveraging is required. That means the applicant must bring the remaining funds necessary to fully complete the project beyond the Forest Service share. For instance, if a project requests Forest Service funding for 35 percent of capital costs, the applicant must commit to the remaining 65 percent from non-federal sources. These leveraged funds must be committed within the grant timeframe, and if any of the leveraged funding comes from third parties (such as investors, utilities, foundations, or partner organizations), the application must include commitment letters that clearly confirm the amounts being contributed. Even though leveraged funds typically involve less paperwork than formal match requirements, applicants still have to follow the program’s rules for documenting and meeting the leverage commitment.

Eligible applicants include a broad mix of public, private, and nonprofit entities: nonprofits; local, state, and tribal governments; for-profit businesses and corporations; institutions of higher education; and special purpose districts such as public utility districts, fire districts, conservation districts, school districts, and ports.
